THE 9 CONSTITUTIONAL REFORMS

- A large element are now calling for outright Scottish independence and there should be a second referendum in later 2020 to see if this is now the wish of the Scottish people – if they vote for independence this changes everything and Brexit should be annulled immediately. CIR therefore intends to cooperate fully with the Scottish Constitutional Convention announced by Nicola Strurgeon, First Minister on 31-1-2020 and to help work out an agreement which guarantees that the outcome a second independence referendum, will be accepted by the rest of the UK however the Scottish people decide, and that fraternal and constructive relations can be achieved between Scotland, the rest of the UK, with Ireland and with the rest of the European Union, within the context of overall UK constitutional reform.

- The actions of the privy council have proven unable to prevent the catastrophe that is brexit and some elements may indeed have colluded in bringing it about. The role of the Privy Council has become too powerful, and secretive in the modern British state, and all its workings should now be made subject to freedom of information inquiries and its proceedings televised as is parliament and its members serve under a Duty of Veracity oath.
4. The role of the Queen in authorising and signing the Brexit bill against the wishes of Scotland and Northern Ireland and in seemingly supporting Brexit through her non-action, raises into sincere question the role of the monarchy in the British isles. If a monarch is not able to prevent such obvious self-harm to a nation as Brexit consists in, would a different presidential system, for example, have proved more robust ? Did the Queen have her own vested financial interests in seeing brexit actually go through against the wishes of the majority UK citizens ? Slimming down the power, influence and wealth of the royal family would seem a long overdue constitutional change that needs to be placed firmly on the table. A written constitution limiting the power of the monarch in writing, setting out clearly the rights and duties of all parts of the modern UK, and giving all citizens equal rights of access to information, education, justice, rights, peace and cultural and economic opportunities is therefore a matter of urgent need to take our country forward.
5. The people of Northern Ireland have a constitutional and legal right to an immediate referendum concerning whether they wish to remain part of the UK or wish to rejoin the Republic of Ireland in once reunited country, under the Good Friday agreement. This referendum must be organised immediately as part of the constitutional reform package and its wishes respected
6.The people of the UK are tired of being lied to by unethical politicians, as has happened again and again over brexit, and therefore a new law requiring all politicians in all legislatures throughout the UK to tell the truth on all matters of policy or political affairs, (Duty of Veracity legislation) must now be made statuary in both the UK parliament, as well as all the devolved assemblies and in the Privy Council and courts.

The people of Northern Ireland have a constitutional and legal right to an immediate referendum concerning whether they wish to remain part of the UK or wish to rejoin the Republic of Ireland in once reunited country, under the Good Friday agreement. 7. INSTEAD of going down the Brexit route, the UK should still explore how we can draw back and reverse direction, and prioritise instead developing a green new deal for all its citizens working in concert with the environment, reversing austerity, finding fair ways to generate sufficient shared wealth to tackle climate change at source, to fund research into alternative energy sources, to rethink our need for weapons of mass destruction and instead prioritising a peace policy for international relations, to find socially creative ways of dealing with the housing crisis and homelessness and unemployment and to end the poverty trap into which so many citizens have been falling in recent years – and we should realise that all these actions will be more effective if undertaken in concert with our European Union friends and partners rather than alone
8. ABOLISH the House Of Lords in its current form and transform it instead into a FEDERAL SENATE which would have members elected from all of the 4 nations of the UK and from which the future government of the UK would be taken. Members of the Senate would all sit as independents instead of being political party members. The entire religious and ethnic mosaic of the UK would be represented. The House of Commons would become an English parliament only with no more authority to interfere in Scottish, Northern Irish or Welsh affairs. The Senate alone would deal with foreign affairs, intelligence, national security, defence, and the UK budget as a whole henceforth, along the model of the Canadian federal constitution.
9. PROPORTIONAL representation would be brought in for all general elections and all other political elections in every part of the UK without delay
